Eurobarometer: Albania among countries with the highest trust in the EU, Serbia

The European Union is experiencing its highest level of trust among its citizens since 2007, according to the Standard Eurobarometer for Spring 2025, published on Wednesday. The survey also includes the countries of the Western Balkans, where the results show stark contrasts: Montenegro and Albania record the highest levels of trust in the EU, while Serbia ranks at the bottom of the list.

The surveys were conducted in each country during March and April 2025. According to the results, 52% of EU citizens tend to trust the EU, the highest level since 2007. Meanwhile, 43% of EU citizens have a positive image of the EU, while 38% have a neutral image and 18% a negative image. Similarly, 62% of EU citizens are optimistic about the future of the EU.

When it comes to the Western Balkans, 83% of citizens in Montenegro tend to trust the EU, while 17% tend to distrust it. Citizens in Albania and Kosovo also show a high level of trust in the EU – 80% and 79%, respectively. Trust in the EU is lower in North Macedonia and Bosnia and Herzegovina, but still above 50%. In North Macedonia, 54% of citizens say they tend to trust the EU, while 42% tend to distrust it. In Bosnia and Herzegovina, 58% trust the EU and 37% do not trust it.

In Serbia, on the other hand, only a minority of the population trusts the EU – 37%, while 57% say they tend not to trust it. When it comes to EU membership, the situation in the region is similar. More than 80% of citizens in Montenegro and Albania believe that membership would be a good thing.

In North Macedonia and Bosnia and Herzegovina, this percentage is between 50% and 60%, while in Serbia, only 34% of citizens think that membership would be a good thing, while 32% believe it would be a bad thing. EU citizens were asked whether they would support “the enlargement of the EU to include other countries in the coming years”. Across the EU, 54% of citizens support this policy, while 39% are against.

EU enlargement enjoys majority support in most member states, but a majority of citizens in Germany and Austria oppose it. In both countries, 42% of citizens are in favor of enlargement, while 53% are against. In France, 41% of citizens are in favor of enlargement and 49% are against, although the number of opponents has fallen compared to the previous Eurobarometer./ Monitor
