The Secretary General of the Democratic Party, Flamur Noka, continued the accusations, accusing the majority of using a manipulation scheme called the "Bulgarian Train" to steal votes in the May 11 elections.

According to him, secret offices had been set up near polling centers where citizens received pre-filled ballots and exchanged them for blank ballots after voting.

Noka said on MCN that 130,000 ballots are missing, which are suspected to have been used precisely for this manipulation. 

" Near the polling stations, "Rilindja" had set up unofficial, unbranded electoral offices, where patronized citizens would enter, take a pre-filled ballot, put it in their pocket, go vote, and then replace it with a blank ballot that they would return to the same office. This operation is otherwise known as the "Bulgarian train."

About 130 thousand more ballots were produced than were used. We have this fact documented. The most terrible thing is that somewhere around 3.2 or 3.5 million ballots were ordered. Albania, the state, has ordered this amount. They have been distributed to all polling stations.

But now, when I add it all up: the ballots produced, used, invalid, and surplus, the balance doesn't add up. 130,000 ballots are missing.

What does this show? It shows a well-organized mafia scheme, known as the "Bulgarian train," implemented in every polling station in the country.

Why did this happen? Because of panic. They panicked and jumped into action. Everything got out of control. If you meet them one by one off camera, they will admit it themselves.

"The panic led them to get rid of everything. And that wasn't the only thing; another mechanism was in operation: collaboration with organized crime and cartels."
