The acting Prime Minister of Kosovo, Albin Kurti, has reacted after the failure to constitute the Assembly, emphasizing that the responsibility for this process does not fall solely on the winner of the elections, but on all MPs.

"Kosovo has an incumbent government, I am the incumbent prime minister. What helps Kosovo is the new Assembly of the Republic. The Assembly is not constituted by the winner, but by everyone," Kurti declared.

He explained that although the formation of the government is the responsibility of the winning party, the constitution of the Assembly is a process that requires the involvement of all political forces. “As the winner of the elections with 48 MPs and 9 MPs from minorities who have joined us, we have the responsibility to form the government. Meanwhile, the responsibility to constitute the Assembly lies with all MPs and they are making a mistake by making it impossible to have a quorum for the secret ballot,” he added.

The issue of secret ballots, which has become a point of contention between parties, is now under review by the Constitutional Court. Kurti said he expects a swift response from this court, which is expected to clarify the legality of the procedure proposed on May 1 by Avni Dehari for the creation of a secret ballot commission.

The 22nd attempt to constitute the Assembly, which took place today, was attended by 109 deputies. 54 of them voted in favor of the creation of the secret ballot committee, one was against and there were no abstentions. However, the lack of the necessary quorum for the election of the Speaker of the Assembly caused the process to be interrupted. The chairman of the session, Avni Dehari, scheduled its continuation for May 29, at 11:00.

Meanwhile, the Vetëvendosje Movement continues to insist on the candidacy of Albulena Haxhiu for the post of Speaker of Parliament, a name that is not finding support from the opposition parties. The latter have called on Vetëvendosje to propose a consensual figure, but from recent statements it seems that the positions remain unchanged.

The political deadlock in the Assembly has continued since April 15, leaving the country without new functional institutions, while citizens await a solution from the political leadership.
