The Presidency placed the cabinet of the President of the Republic of Albania at the disposal of the party-state.

This was the reason that on May 30, the DP Parliamentary Group submitted its request to the President for non-interference by the Institution of the President of the Republic in the electoral process and the preservation of political neutrality by this institution.

This request was linked to the name of Ilirjan Rusmali, part of President Begaj's cabinet, who simultaneously holds the position of member of the Complaints and Sanctions Commission, resulting in a violation of legal provisions through the violation of the principle of political neutrality and representation of the unity of the people.

The exclusion of Rusmal from the review of the appeal request was the subject of the request of the DP -ASHM on June 2, justifying his behavior and decision-making in the capacity of a member of the KAS openly against the complaining party, the electoral subject 'Democratic Party - Alliance for a Greater Albania', and its legal representatives, creating serious reasons for bias, in support of Article 42, point 2, of the Constitution, Article 6, point 1, of the European Convention on Human Rights, Article 30 of the Code of Administrative Procedures, as well as Article 135 of the Electoral Code.

The above request was of course rejected by the KAS, which did not accept Rusmali's exclusion.

On the other hand, the Magistrates' School has made its students available to the Party, thus the candidate for judge according to the final list published on May 13 by the governing council of the Magistrates' School, Ms. Shila Vital Ballhysa, is also a representative of the SP in the CEC (expert of the electoral reform commission for the SP).  

The Democratic Party urgently requests the President of the Republic and the School of Magistrates to distance themselves from these illegalities with concrete actions; otherwise, their inaction proves that the SP's mix with structures that are presumed to be impartial in assessing the electoral process only results in electoral farces like that of May 11, 2025, best described in the OSCE/ODIHR Preliminary Report.
