DP: Citizens await rent bonus and apartments, Tirana Municipality holds tenders

The Democratic Party has denounced the misuse of public funds by the Municipality of Tirana through dubious tenders and a lack of competition, which burden the citizens' budget.

The spokesperson for Anti-Corruption in the Democratic Party, Genta Vangjeli, stated from the blue headquarters that according to Open Procurement, in total, 17 million euros including VAT were spent by the Municipality of Tirana on equipment and furnishings, through 63 tenders, where only 16 economic operators were declared winners - an average of 4 tenders for each operator.

"This alarming concentration is not at all accidental, but a consequence of qualifying criteria designed to favor certain entities, in violation of fair competition.

This model is now also visible in the leadership of the acting mayor of Tirana, Ms. Anuela Ristani.

On June 23, a procurement procedure was scheduled to be carried out with the following objective:

"Purchase of equipment and furniture for the needs of the institutions of the Municipality of Tirana, Lot 2", with a fund limit of 310 thousand euros" , declared Vangjeli.

Vangjeli stated that this procedure contains unjustified and disproportionate criteria to the object and nature of the contract, violating the legality and principles of equal treatment of operators, in violation of: articles 2, 3, 21 and 77 of Law no. 162/2020 'On public procurement', as amended; articles 40, 41, and 78, of Council of Ministers No. 285, dated 19.05.2021 'On the approval of public procurement rules', as amended.

She stated that at a time when the citizens of Tirana are still waiting for the completion of the reconstruction process, the payment of rent bonuses, and support for families in need, it is unacceptable to give priority to tenders for luxury furniture.

On behalf of the DP, Vangjeli called on the Municipality of Tirana and Anuela Ristan to immediately review these harmful practices and focus on the real needs of citizens.
